GreenHOME Program: Up to 7M UAH for HOA Solar Panels & Generator

Multi-apartment buildings looking to cut their dependence on centralized electricity supply can take advantage of dedicated government support through the GreenHOME program. Through it, homeowners associations (HOAs) and housing cooperatives can reclaim a portion of the costs spent on a solar power plant, energy storage system, heat pump, or backup generator. The maximum reimbursement for a single building is up to 7 million UAH.

At a glance:

  • up to 70% of the cost of a solar power plant and energy storage system — capped at 4 million UAH for buildings with a total area exceeding 8,000 sq. m;
  • up to 2 million UAH for a solar power plant and energy storage system — for buildings under 8,000 sq. m;
  • up to 70% for a heat pump, capped at 2 million UAH;
  • 50% of the cost of a generator, but no more than 1 million UAH.

What equipment is covered and how much

According to my.ua, the Energy Efficiency Fund reimburses costs after the equipment has been purchased, installed, and commissioned. The payout depends on the type of facility:

If a building combines several measures at once — for instance, installing a solar power plant with energy storage, a heat pump, and a backup generator — the combined grant can reach 7 million UAH per property.

Who is eligible to apply

Only HOAs and housing cooperatives registered under Ukrainian law may participate in the program. An individual apartment owner cannot apply on their own: the decision to participate is made collectively by co-owners. The program is available nationwide, except in temporarily occupied territories, active combat zones, and other localities excluded under the Fund’s rules.

The logical first step is to determine what the building actually needs. If power outages leave hallways dark, stop elevators, or cut off water supply pumps, a generator or a solar power plant with energy storage becomes the primary candidate. Buildings with high heating consumption should separately assess the feasibility of a heat pump.

How to apply: step by step

  1. Obtain a preliminary cost estimate from an equipment supplier.
  2. Hold a general meeting of co-owners and record the decision to participate. If the bylaws allow it, the HOA board may adopt the decision independently.
  3. Prepare the document package: an extract from the meeting minutes or board resolution; a certificate of the building’s total area; photographs of the property and planned installation sites; the passport and tax ID of the authorized representative; a document confirming their authority. For a roof where solar panels are planned, a certificate of roof structural integrity is also required.
  4. Submit the application by email to doc@eefund.org.ua. Review takes up to five business days.
  5. Once approved — purchase the equipment, install it, and commission it.
  6. Submit a second application confirming project completion. Attach the delivery note, bank payment documents, equipment data sheets, and photographs of the installed solution.
  7. After verification, the Fund transfers the reimbursement to the HOA or housing cooperative’s bank account.

Co-financing and funding sources

The reimbursement does not cover the full cost of equipment — the remaining balance is financed by the building itself or through a loan. As an example from the source: if a solar power plant costs 1 million UAH, the state may return 700,000 UAH, while co-owners cover or finance the remaining 300,000 UAH. For a generator costing 500,000 UAH, the reimbursement is up to 250,000 UAH, with the rest covered by the building. HOAs can take advantage of preferential loans to finance their share — we previously examined the mechanics of energy efficiency lending and co-financing ratios in detail.

The practical takeaway: the GreenHOME program offers up to 7 million UAH in non-repayable reimbursement for a comprehensive solution, not just a single component. For an HOA planning to cut electricity costs for shared-area needs and keep elevators, water pumps, and lighting running during outages, the smart move is to first calculate the full budget for the entire package, assess a realistic co-contribution, and only then select a supplier. The process requires time and documentation, but the reimbursement amount makes it well worth the effort.
