– to profit from the sale of electricity by the “green” tariff.

Example of other regions of Ukraine

Some other regions of our country also keep up with the Zhytomyr region in the implementation of programs to stimulate the development of alternative energy.

For example, in the Ternopol region, at the expense of the local budget, 20 percent of the loan amount granted for the purchase of equipment for SES is compensate.

Vinnyts’ka also does not lag behind – here they refund 15 percent of the price of solar equipment from state money. The only condition is that the compensation payment must be up to UAH 25,000 in one hand and the loan registration must take place in Ukrgasbank.

In Lvov, the compensation payment is 10 percent of the loan amount for installation of SES. However, you cannot take more than 25,000.

Khmelnitsky’s authorities compensate at the expense of the budget 10 percent of the finances spent for the construction of SES. The main condition is that one person can get up to 50 000 hryvnia for his household.

In Brody, the local budget provides UAH 100,000 according to the provisions of the “Energy Saving Program”. The size of the compensation payment can reach 20 000 hryvnia per house.

How much compensation can I expect when I install a home SES?

To conduct calculations, take for example SES with a power of 10 kW. The cost of such a station is about 250 000 hryvnia. Experts also note that the number of financial investments in renewable energy for the above-mentioned period has increased five-fold. Specifically, solar energy has attracted 10 times more investments over the past ten years – from 2005 to 2015; it has been possible to increase investments from 16 billion dollars to 161 billion. It is also worth noting that solar energy at this stage is about 56 percent in the total amount of investments aimed at introducing new developments and improving existing renewable energy projects as a whole.

Since the spring of 2009, a new method for stimulating the development of alternative energy at the level of legislation-a “green” tariff-has come to our country. It is a duty of the state level, guaranteeing the purchase of energy from alternative sources from those who generate it. It should pay attention to the existence of certain benefits in taxation on the generation of this type of electricity. The current year brought in this area a number of changes.

What are the distinctive features of the “green” tariff in our country?

For several years, experts noted that the “green” tariff in Ukraine is the largest by world standards. This procedure was accompany by well-founded criticism, because the increased “green” tariff did not show a stimulating effect on the generation of energy from the sun through small installations, but only promoted large-scale production.

In 2014, amendments to the Tax Code have canceled some of the tax privilege category, replaced by taxes on income and land. In addition, on 16 July 2015, a new procedure was adopt to determine the amount of the “green” tariff. From this moment to receive profit from the sale of “clean” energy can and private house holdings. It is important to note that the privileges for generating energy from renewable energy sources under the new rules are applicable to wind installations with a capacity of less than 30 kilowatts.

The updated procedure was fix at the legislative level through normative documents in the energy sector. It should also be note that the tariff for operating SES has not changed.

Through the adoption of new legislative documents, it was possible to fix the amount of the “green” tariff until 2030 inclusive (the tariff was adopt and fix in euros). The amendments of 16.07.15 also include the appearance of a “green” tariff for energy extracted from geothermal sources. In addition, the Law established an increase in the tariff for those industries that use biomass or biogas to generate electricity.

In November 2016 another amendment was made. Thanks to her now, the heat pump (hereinafter referred to as “TH”) refers to devices operating with RES. Although TNs consume energy, it is possible to use them as part of an electrical installation of a combined type. That is, use it as a power storage device in circumstances where its quantity in the SEA framework is excessive. TN thus helps to pass the winter maximum.

Such legislative amendments entailed serious adjustments in the situation on the market of alternative energy. There was a previously absent niche for the active work of entrepreneurs of different scales. Thanks to the adopted Laws, the purchase of electricity from small and private producers became mandatory.

Additional levers for stimulating the development of renewable energy:

  1. Article 197.16 NKU states that the import of materials, equipment and components for the generation of electricity from renewable sources is without VAT.
  2. The Customs Code (Article 282) regulates the exemption of this category of import from duties (import and export).
  3. Article 213.2.8. The NKU determines the exemption from the excise tax for the sale of energy, which was produced through qualified (or renewable energy sources). It should be note that at the state level special payments (5 and 10 percent) have been fix, which producers who use components of Ukraine’s production (correspondingly 30 or 50 percent of the components) are entitled to receive.

Such innovations are valid for power plants commissioned from July 1, 2015 to December 31, 2024. Generation of electricity from REE does not require a license. Solar power is becoming increasingly attractive for investing with each new law or amendment to it.

Which CEUs are best for small business or private energy production?

Small network solar power generating plants

This kind of CEU generates energy and transmits to the general network. A certain amount of electricity goes to meet the needs of the household, and those that remain in surplus, enter the network. If weather conditions do not allow solar panels to generate energy, then homeowners get it from the network. Special counters fix the quantity of realized and consumed electricity. Purchase of electricity for the needs of the house is carry out in accordance with the general tariffs, and the sale – according to the “green”. It should be note that the use of small CEUs is the simplest version of power supply.

Network solar power generating units with back-up power

One of the obvious drawbacks of CEU, connected directly to the general network, is the fact that in an emergency the probability of getting electricity is zero. The fault of this may be the violation of the integrity of the transmission line, weather conditions, etc. CEUs having back-up power, in this case they can survive without any problems, because they have a battery.

The cost of such CEU will be higher due to the need to install an inverter and a set of batteries. Unlike the first option, this CEU, in addition to meeting the needs of the household, is also able to accumulate part of its electricity in an emergency in parallel.

Autonomous solar power generating plants

There are situations when the general electricity grid is unavailable for some technical reasons. There are also frequent cases when the power grid is simply not able to withstand some power, so it is strictly limited. Often, such a development of events is prepare by structures located in the forest belt or remote locations. It is for these cases that an autonomous SEU will be the optimal choice. In this version, the installation will only work to meet personal energy needs. Stand-alone CEU assumes a sufficiently large capacity of rechargeable batteries.

This is necessary in order to avoid crashes during peak periods (for example, in winter). The autonomous CEU is deprive of the opportunity to realize excess energy. However, because of this, its economic feasibility is not reduce in any way. Ensuring energy requirements of the structure at the expense of its own generation pays off quite well, because in the end it is more profitable than buying energy from the state. In addition, there are no significant costs for joining the general grid.

Stand-alone solar power generating units with backup power

When there is an option to connect to the grid, it should not offset. With an available spare power supply, the CEU will require a simplified version of the battery that will bring the project tangible savings. An additional advantage is the ability to sell energy to the network when it is more than necessary (most often in the summer).

If the connection scheme is balance and well thought out, then an autonomous ECU, which has a backup power, can cover the consumption of electricity consumed from the grid in the winter due to the surplus in summer.

Solar power generating units of the combined type

This type of generation involves the use of CEU in conjunction with other devices for generating electricity from alternative sources. This eliminates the main disadvantage of solar equipment – the lack of continuous generation. Often, as an auxiliary generator, wind installations are used. The wind is in the “antiphase” with the energy of the sun, because the electricity from wind equipment can be produce both at night and in wintertime. The overall network in this interaction plays the role of a spare power supply. In addition to the implementation of surplus energy, the grid can provide electricity when there is an urgent need.

There are also combined CEUs with a stand-alone standby generator, which usually has a diesel drive. This configuration makes it possible to eliminate crashes in the power supply even if the network fails.

New business

The “energy independence” of SEU due to the “green” tariff does not end their benefits. At this stage, they may well become a separate type of business, both small and medium. Amendments in the legislative framework concerning solar power plants with a capacity of up to 30 kilowatts and the very “green” tariff, allow this area of ​​entrepreneurship to develop actively under existing conditions.

It should also be noted that the increase in generation by 2020 in 2,7 times (relative to the 2014 figures) is planned to be implemented with the help of small SEUs up to 30 kilowatts, which are installed in private households.

The Government of Ukraine plans to adopt a bill that will significantly suppress the progress of energy independence

The Government has proposed a strategic plan for 2030 that is ineffective. In addition, if the strategy is approved, then it threatens to significantly reduce investment in the field of alternative energy and calls into question the prospect of economic development of the country as a whole. The Ukrainian Climate Network is actively operating in our country, and the members of the organization have brought this issue to the community review. The representatives of the UKM are very worried about the fact that a disastrous draft law may significantly increase the dependence of our country on the import of fossil fuel resources.

The “Strategy of Environmental State Policies”, developed until 2030 inclusive, was proposed by the Government of Ukraine in April. The bill envisages a permission to increase the emission of harmful CO2 twice compared with the level in 2015. This, above all, will mean that the dependence on imported fossil fuels, which is currently imported into large volumes to Ukraine, should increase in times.

Organizations included in the composition of the UCM are embarrassed by the Government’s permission to consider a strategic draft law that totally ignores the issue of increasing energy efficiency and implementation of RES. Representatives of the organizations also pointed to the fact that at present, the policy of the state should be aimed at the active reduction of fossil fuels in energy, and not on its popularization. It is important to attract foreign financing and improve the environmental status, and if strategy is adopted, all efforts on these aspects may be overtaken.

Also experts of the Ukrainian Climate Network pay attention to the fact that “Strategy” does not have any agreement with already existing ecological documents of strategic importance. It should be noted that documents of international importance, in which Ukraine has undertaken a number of commitments, “the Strategy of Environmental State Policies” in general contradicts.

Government officials have already approved the Energy Strategy of Ukraine, which provides for reducing harmful emissions to atmosphere up to 15 percent compared to 2010. This document has been developed until 2030 inclusive. At the same time, the Ministry of Nature of Ukraine is initiating approval of a strategic plan that will regulate the possibility of an increase in the share of greenhouse gases in 2030 by almost 60 percent (as compared to 1990).

This strategy will make it possible to increase the volumes of CO2, instead of stabilizing its level and gradually reducing it. Experts note that the increase in the share of greenhouse gases in the proposed strategy (from 40 percent to 60 compared with 1990) has a fundamental contradiction with the “Low Carbon Strategy”.

Environmentalists say that Ukraine needs to start formulating the goal and the main principles of the political path towards the climate and the environment as a whole and, after that, to coordinate or make adjustments to the strategic documentation in the energy sector, environmental protection, energy efficiency, etc.

The environmental policy strategy was approved by the Cabinet of Ministers at the end of April of this year and submitted for consideration to the Government. The representatives of the UKM state that the process of harmonizing this issue with the public was formal and did not reflect the real community attitude to the strategy.

It is important to note that, two years later, our country should provide testimony to the United Nations in contributing to global efforts to reduce CO2 emissions. This procedure is specified in the Paris Climate Agreements.

Home-made energy accumulator from the Ukrainian manufacturer will soon be available on the market

While representatives of the company Tesla are working on the launch of a production complex for the purpose of serial production of its powerful batteries, the market filled other firms that are fairly serious competition to each other. Daimler, BMW and Nissan have already started manufacturing home-made batteries. Ukrainian manufacturers are also not lagging behind in this race – they presented a system called Serenis to the general public.

The energy-saving system was introduced in 2015. At the moment, manufacturers reported that they already received all the necessary certificates and permits. Sales of the system in the European market will start in 2019.

The ultrasonic recorder from the Ukrainian manufacturer is a high-tech device; the term for which (which means the beginning of the development and release of the finished equipment) was only three months. In addition to the record-breaking period, the Serenis ESS system has plenty of advantages that allow it to compete with similar devices on the world stage.

The system is not just an accumulator – it is a “smart” device, which allows not only to accumulate but also to convert energy. The system consists of:

– high-tech controllers;

– a system that allows monitoring the state of the Internet and managing power flows;

– Li-ion battery;

– hybrid inverter.

The price of Serenis ESS with the capacity of 3 kilowatts varies within 4000-6000 euros. The cost is directly dependent on the system configuration.

Creators of the system say that their device can be connected not only to solar panels, but also to the equipment generating electricity with the help of a wind. The Serenis system can be charged at night when the electricity tariff is significantly lower. The manufacturer also notes the possibility of selling electricity surplus at the “green” tariff to the general network. The size of the energy accumulator is small, which allows you to significantly expand the list of places to install. Weight of the device is only 30 kg.

Representatives of the company-manufacturer of the system reported that during the presentation of their development, they hoped to receive orders for a maximum of 100 kW (30 Serenis ESS at 3 kilowatts). As a result, orders for the first few days amount about 1 megawatts.

The manufacturer also notes that the company’s registration address is Nyiregyhaza (Hungary). It is located in hundreds of kilometers from Uzhhorod. Despite the fact that engineers worked in Ukraine and the development itself is denominated as Ukrainian, the plant for serial production of systems was located in Hungary, in order to avoid the difficulties of selling them to European countries.

The plant itself is located not far from Nyiregyhaza and is currently in the final stages of construction. The production line is configurable only by experts from Ukraine. After commissioning the plant will be able to produce about 130 systems per month.

A powerful turbine will have a big impact on the sphere of energy production

The number of wind turbines is growing from year to year, but the new development of GE Renewable Energy significantly exceeds its competitors, as it will reduce costs, increase profits and efficiency.

The company will spend $ 400 million on a powerful turbine project that will significantly reduce the cost of obtaining wind power. The diameter of the GE 12 MW turbine will exceed 200 m, and the size of its blades exceeds 100 m. The power factor is also striking – 63%.

The use of a turbine, such as Haliade-X, will allow developers to build units with fewer auxiliary turbines, use fewer cables, reduce construction, maintenance and other costs, and enable faster return on investment.

The company estimates that in 2019 it will have a mock-up for the demonstration, and by 2021 the Haliade-X turbine will be supplied to the US and other countries.

The use of equipment with a capacity of 12 MW will also make wind turbines larger in terms of generating capacities than existing ones, which will require a new approach to financing and their deactivation.

Despite the fact that the wind generator Haliade-X will be well suited for a small wind, its power will allow producing more energy than analogues in similar conditions, increasing profitability and significantly reducing the cost of energy.

The 12 MW turbine will be able to generate more than 60 GW per year, which is 44% more than the annual volume of energy production of the most powerful devices on the market today and twice as much as the GE-Haliade marine turbine of 150-6 MW. The Haliade-X 12 MW will be able to generate enough power to supply 16,000 European homes in the traditional windy weather for the North Sea.

Haliade-X not only set a benchmark for wind turbines, but also the turbine will significantly increase profits for the company’s customers.

The maintenance and repair costs will also be lower due to “simplified technological and intellectual components”.

The new turbine not only helps developers reduce capital costs: with fewer turbines and foundations for installation, in addition to reducing cycle time and simplified operation, Haliade-X 12 MW will also be able to generate significant cost savings for the project over the life of the “windmill “.

Under the terms of the five-year research and development program, the company will test the next-generation technology for Haliade-X, and the turbine will pass test and demonstration programs at the facility that will accurately reflect the actual operating conditions.

Research activities will include cooling technologies, converters, and conditions for loading mechanical and electrical components, testing the network and checking the design.

Cooperation will help improve technology, which will also help develop a number of supplies to the UK and expand access to demonstration opportunities for innovative small businesses.

The test bench will improve the understanding of the characteristics of the turbine, identify the problems of production and design in a relatively short period compared to field tests. They can choose only the solar panels of the company, only the energy storage (where xStorage can be preferred, which has already been used – it will be much cheaper) or install an integrate system.

If the customer installs a complete system, then Nissan EnergySolar will accumulate electricity produced by solar modules during the daytime for later use in the afternoon. In addition, the system has the ability to replenish energy reserves at night, when electricity has a low tariff.

The price of a full-fledged system at the beginning of sales is 10,300 dollars. In addition, it is possible to purchase separately solar panels from Nissan for $ 5,200 or xStorage for $ 8,700.
